Fast-tracked proposals for the former cigarette factory on SCR and the old James Streetworks site

Plans have been submitted to An Bord Pleanala for two large development sites in The Liberties. To the south of the area, along the South Circular Road, property investment company Hines and its partner APG has lodged planning for 732 apartments on the site of the 1930s former Player Wills Factory. The development, which also includes two new parks and the conversion of the former cigarette factory to a variety of communal living, cultural and community spaces, is the second of three phases of development proposed under a masterplan for this site and the adjoining Boys Brigade grounds and St Teresa’s Gardens. The masterplan has been developed by Hines, Dublin City Council and the Land Development Agency.
The first phase of development, on the adjoining Bailey Gibson site, comprising 416 apartments, was permitted in September. The decision by An Bord Pleanala is now subject to a judicial review.
The Player Wills site development proposes 445 apartments in new blocks ranging to from 4 storeys to 19 storeys. 287 units will be developed in the former Player Will factory, including 240 loft-style shared-living units with dedicated tenant amenities. The ground floor of the factory will be opened up as a major entrance into the development and will include arts, cultural and community spaces, a cafe, restaurant and bar.
Two new public amenities are also planned in this phase: a large landscaped play and amenity area and a smaller park, alongside St Catherine’s National School. Access to the new area will be from South Circular Road, Donore Avenue and St Catherine’s Avenue.
The proposals have now been submitted to An Bord Pleanala under the Strategic Housing Applications process. Public submissions on the plans are invited by 28th January 2021. The application will be decided in April.

On James Street, planning permission has been submitted for 189 apartments on the site of the former James Street Steelworks. The proposal will see the site cleared and the construction of 3 three-to-eight storey blocks fronting James Street with a secondary access from Basin View. The planned development includes 151 one-bed units and 34 two-beds with the remaining three-bedrooms.
The plans have now been submitted to An Bord Pleanala under the Strategic Housing Applications process. Submissions on the plans are invited by 25th January 2021. The application will be decided in April.
